Terry & Shaky are right, I suspect it's good ole 'Urban Folklore' like the old lady that brought the Chihuahua back from Mexico & it turned out to be a rat!!! Besides even if it were true City bureaucrats are too busy passing barking dog bylaws, enforcing parking violations & other bits of useless $#!+ like that to even worry about a snake. Even if it did 'come to pass' I'm sure the snake permit could be issued in your parent's name or something like that until you reached 18!!!
