I find that it is an individual personality thing.
I have had yellow rats that you could pick up in the wild and never get bitten and others that never calm down. I have a black rat captive hatched that still rattles his tail every time I walk past his cage he is 3 years old.I think you just have to try different individuals until you find some calm ones.
