In my personal experience Taiwans are the biggest Elaphe animal to animal - I've got a male who is pushing nine feet, and he's quite hefty through the body as well.

I've never kept spilotes or Ptyas, but you could argued that neither is a true rat snake, though it's not a fight I'm knowledgeable enough to win!!!

However, length and weight on average I'd take Taeniura fresei.
