Yellow ratsnakes are easy to care for, rarly do they have feeding problems. Your cage size is fine for one as well. As far as size 3ft adult yellow rat would be pretty small. Tiger ratsnake take a lot more work and cage space than do yellow rats.

: Yellow ratsnakes don't always make great pets... Some are docile, some are iffy, and others are terrors.... They are neat if you want something plain...
: They average about 3-4 ft as adults, but I saw one once at a herpetology lab that was 7ft.. It definately was a monster!
: As far as how easy they are to take care of.. they'll usually eat about anything, and they do well under most conditions.
: I'd personally go with maybe a tiger ratsnake or a russian ratsnake though.
