Hey Shawn;
Sure they can, as 'TC' says it can be quite easily done as long as your King is fed well (THEY can be cannibalistic & would just have sex with the ratsnake then eat it! This can happen with Indigos as well) Having said that there is is a difference between natural intergrates (Greensih ratsnakes) & hybrids (Jungle corns) which is basically similar to what you would produce with this breeding. I guess the big thing IS 'who would buy the babies??" Maybe a pet shop cuz people tend just want a pretty snake that's easy to handle for a pet, those of us that breed, myself included, would not necessarily want to get into hybrids. It's all YOUR call.
Personally I wouldn't do it, but that's just me, but if you wanna be experimental then go for it. Sorry if I've offended any of you 'purists' out there but hey, just my 2 cents worth!!!!
Good luck with whatever you decide, just let us know how you make out & post pictures of your offspring you produce, I can't say I've ever seen a Texas rat crossed with a Cal King.
Cheers
Dean
