Red Coachwhips should be relatively common snakes in your area and are "coral red and move very quickly".
Baja Rats are nocturnal and not particularly fast moving. They are also known in the US from less than 5 specimens (I think there may be only 1 specimen!). Lots of people have looked for them since, none have been found. It is probably the rarest snake in the US, if it indeed still (or ever naturally) occurs in the US.
