I would suggest you either warm him up and feed him or cool him down further and brumate him.
At 70F, he is too warm to go into full brumation, and therefore his metabolism is still high enough to burn too many calories. At the same time he is too cool to adequately digest food, and can't replace the calories used.
He should have access to a warm area in the cage of 80F or so for normal activity. Brumation temperature should be around 55F.
