Whoever told you this was a cobra was clueless. If they were really trying to get over on you, they surely shouldn't have sent the "striking" photo. Cobras are Elapids, meaning that they have fixed position fangs. If this snake had been a cobra, the fangs would be viewable in the photo. Plus, don't cobra's flare their necks horizontally, not vertically? I'd have to through my vote in as a radiata.
