I agree with TD, it's a scar.
I have seen this sort of unpigmented scarring on other snakes as well.
As to the question on the bottom of the site, not likely unless Lamarck was right!
BTW, this is obviously a wild caught snake, based on the severe scar. And it is only found in a country which does not allow their collection or export (there has only ever been one found in the US, and that was way out of range). I wonder how this guy got it????? Especially after the herp meetings were held in Baja this summer??????
