leucistic rat snake question

OK... I understand a little about genetics, amelanistic, aner, axanthic etc..... I also know what a leucistic texas rat snake looks like.... but my questions is.... What is "leucistic"??

Is this a genetic trait??? a recessive trait??? a combination of traits????

Any help would be appreciated...
