Søe had some good pointers, but I'd like to add my 2c worth.
My E. situla like it fairly cool as well. I keep mine in a 15 gal "Critter Cage" with a fluorescent strip light and no additional heat source. Therefore, the temperature in the tank is at about room temperature (~75F). When the room temperature rises to about 78F, I see the situlas submerged in the water bowl quite often. I use cypress mulch as a ground medium, a hiding place, and some driftwood and fake plants for decoration (see a picture of my sitla tank on my website, link below).
I have never had any problems feeding the babies after they hatch. As a matter of fact, the situlas are usally some of my least problematic feeders, always taking thawed pinkies right from the start. From my own experience and talking to other situla breeders, adult males tend to refuse food for long periods (several weeks), especially in the summer months. However, that usually doesn't pose any problems if they're otherwise well fed. In other words, feed them frequently when they eat.
