going for the least expensive specimen possible in an animal that is already of hugely varying quality is not a smart move.
good quality Mandarins will cost a standard market rate, if not more, and the dozens and dozens that you can find on the cheap are simply not going to be worth the time and heartache. if you buy a cheap Mandarin, you might as well toss the money in your garbage disposal and see how long it takes to get eaten up, that would be more enjoyable...
