Many of the Rat Snakes look similar when they are juveniles and the picture is a little fuzzy but... It looks like it could be a Fox Snake (Elaphe Vulpina)like you thought or it could be a Black Rat (Elaphe Obsoleta Obsoleta). Its a little hard to tell from that picture. Don'take much too much out of her hiding. She's just nervous. If you leave her alone for a few days, I'll bet you see her coming out to explore the cage soon.
