Yes, at about 24 inches they will become completely white without any pink. I raised a Trio from neonates and have had two successful clutches of Leucistic TX Rats. All the neonates have a pink hue particularly on the back of the head. I believe this is due to the lack of pigment and the blood showing through the skin (especially at the back of the head where a lot of veins are located).
Be prepared for a big snake if you feed it well. My male is approaching 6 feet long and big around as a 50 cent coin. Mine are very agressive feeders and will snatch a thawed mouse from my hand at 2' when hungry.
