The information I have is consistent with what Dwight and sbogill have. KFW recently released a pamplet on the Ky snakes. In there they make it a point to note that N.e.neglecta is a protected species in the state, while no mention is made to the status of any other species in this regard. The same goes as Dwight mentioned in the state hunting regs.
I don't think anyone here would knowingly violate any state law. If you have any information that we should be aware of, please cite your source.
