Depending on the extent and nature of the mouthrot, it is possible for recovery without medication but the chances are very slim. Personally, and I think most others would advise the same, is don't buy it in such a condition.
The snake is obviously a WC and subjected to poor care so you can also expect it to be loaded with parasites. A poor investment actually. Wait it out until you can get another or for it to be completely healed and eating well before you even reconsider buying it.
These are spirited snakes with an attitude. It is already difficult enough to find a vet willing to treat snakes without attempting it yourself. You don't need it that bad.
