You need to take it to a reptile vet. It sounds as though
he cannot right himself and may be a respiratory or worse yet
pneumonia. Keep him in shallow water for now until you can
get him checked out. Make sure you keep him warm. Provide
a gradiant for them. I would not wait too long. This does
not sound good at all!
