Hamster permit?

I just purchased a russian dwarf hamster for my son yesterday and was shocked to find out I needed a permit. Why is it costing me $10.00 to get a permit for an animal that cost me $6.99? I feel there should be some restriction regarding the type of exotic animal that you own and the permit price should be based on that. I just don't think it is fair.
