It will be very difficult to maintain good water quality in a 1-gallon tank. Hopefully this is temporary. Be sure to have some kind of aeration and change half the water every couple of days. I assume you know to dechlorinate the water.
Live blackworms or bloodworms would be great, but if he's not going in the water, he may not find them. You could try feeding bits of chopped earthworm from a tweezers. Or try the blackworms from an eyedropper, or placed on a plastic lid on the land area.
To reduce stress, try to provide him some hiding places, both in and out of the water. Rocks and artificial plants would suffice. Don't handle him, and try to keep his stress level as low as possible.
