The way I learned it (a million years ago) was to use Urodela for living and recent salamanders and Caudata for animals of the fossil record. Last year I asked Neil Shubin what he uses, and he uses Urodela for all salmanders living or extinct, and Caudata only for non-salamander tailed amphibians of the fossil record. He had a terrific article in Nature last March (March 23 issue, I think) about a phenomonal group of fossilized salamanders, found in China, that are 150 million years old. Wes Papineau posted a summary of the article on this forum, I think. The reason we Urodele people are so stubborn is that the term for frogs Anurans, means tail-less using the -ur to mean tail. Using Urodeles (ur for tail) makes the terms match.
