It looks to me like a juvenile Copperbelly Watersnake (Nerodia erythrogaster negelcta). They typically have the odd bluish coloration as well as the fusion of the dorsal and lateral blotches. There are also two Mexican N. erythrogaster subspecies that I have never seen pictures of. In any case, it is certainly an erythrogaster.
