Yes, the Massasauga (Sistrurus catenatus) is a type of rattlesnake. They are in the same genus as the Pigmy Rattlesnake (S. miliarius), which may be the source of your confusion, but Massasaugas get a little bit larger. I'm pretty sure they are protected in NY.
