They only way to stunt it's growth is to keep it in a enclosure that is too small and not feed it right. Pro Exotics has a great care sheet that you should read also on mampam.com there is a book that you should buy and read that is written strictly on Savannah monitors. That book is great and will tell you everything you need to know.
You should feed bugs right now. Crix, mealworms. Feed it everyday. Make sure you have plenty of soil and hide spots, basking temp should be at 120o, cool 85o, ambient 89-92. Humidity is important also. Make sure to use a water bowl large enough that the monitor can fit it's whole body in it.
