I'm not an expert on monitors by far. But I own three one being a BT. And from the looks of the pictures he is really under weight. So if I was you the first thing I would do is take him to the vet, and make sure he get's a clean bill of health. (no worms!) I have learned that montiors that seem clam and friendly can be stressed and\or sick. So don't let his calmness fool you. So if I was you I would do this:
1. Vet check
2. make sure his cage is kept at the right temp.
3. Leave him alone for 48 hours.
4. Then offer him food.
and if he eats keep on feeding him until he stops accepting food.
5. the follow the monitor rule "Keep them hot!, and feed them alot!"
