I agree that your example is a legitimate instance where the animals could be removed. If the animals are collected by the state and pit tagged then I have no problem with your proposal. I would suggest that in your guidelines you list this as a salvage situation and clearly define it. This will avoid confusion with a request to collect small numbers just because one wants to have them in their collection. Such conventions already exist in many areas and herpetologists have often used these sources for obtaining specimens that would otherwise damage populations.
