Why do we have dangerous animal laws?

Where I live all constricting snakes are outlawed. Corn snakes, kingsnakes, ball pythons... all considered dangerous. Maybe the law makers are afraid these pets may escape and kill some unsuspecting mice or rats?
Ignorance is bliss and people fear that which they don't understand. This is the reason these laws exist. It is due to people being uneducated and fearful.
