..this bill has good intent. Unlike the A07375, which has simply been spurned by ASPCA and HSUS to prevent anyone from keeping anything, regardless of the "inherent danger" associated with keeping them. Statistically, it's non-existent, though we should have a certification program for keepers(That doesn't mean you need a degree in Biology either).
