Check with your county, you will probably need a general business license. Also you will probably need a license from the Georgia Department of Agriculture. If you plan on dealing with native Georgia nonvenomous or exotic venomous species you will need a permit from the Georgia Department of Natural Resources. As long as you are only dealing with herps you won't need a USDA licence. But if you sell birds or mammals (for example feeder rats or rabbits) you will need a USDA license to comply with the Animal Welfare Act. As long as you're not importing or dealing with CITES listed animals you shouldn't have to worry about any USFWS permits.
That should pretty much cover the basics.
