Over the last week I've been digging heavy into the literature, press reports and also contacting various other toxinologists (including South Africans). The case cited for the justification of the ban of Mangrove snakes (Boiga dendrophila) is totally bogus. At best they confused it with a Dendroaspis bite. At worst it is fabricated by fish and game to support their anti-reptile sentiment.
In any case, I suggest a very strong letter writing campaign to bcox1940@aol.com and walter.cook@state.tn.us The first email is to the commissioner overseeing the law changes and the second is to the main fish and game person involved in reptile legislation. A bit of a public dissemination through a friendly reporter would also be helpful (adverse publicity is always helpful).
As always, be very logical, calm and polite.
