Yes, permits are becessary in every state in the U.s. the way it works is this, if you buy an Eastern indigo from a breeder in Illinois, then no permit is necessary if he produced them. However, if you purchase one from a breeder who lives out of your state, then you need to apply for an easy to get Federal permit, it takes about 4 weeks and costs about $25.00. This controls sales from state to state of E. Indigos and regulates them so that folks that live in their home state don't smuggle them to other states. Other than that there is no other law concerning Indigos, however you might want to check your stat, county, city laws concerning snakes over a certain size, I know that in some areas this is restricted as is the number of snakes that you ccan have.
