eastern vs. Texas (yes, I am bald)

Can anyone tell me about eastern indigos vs. Texas? Is there any difference in care? What about price and breeding needs? Since the texans don't need permits, it seems easier. However, since I grew up in Florida, I've always wanted to keep and try to breed captive born indigos.
