: Joel, first of all, I would just call Victoria Davis and ask her the status of a trade. The federal government is the ultimate authority.
: But I would guess that a trade equals a sale, and, therefore, a simple interstate transportation permit is required. Remember, the permit only costs $25.00, and recently someone on this forum obtained a federal permit in only 45 days. Seems like a reasonably good system.
