Hey Mike,
my advice would be to first see the animal if possible and determine from the seller all the pertinent info, such as age, sex, feeding record, health issues, etc etc. Of course, also see the animal itself if possible and be your own judge on the outward appearance and behavior. Secondly, as long as there is no inter-state transfer of the animal, a federal commerce permit is not needed. However, depending on state laws and regs, I would immediately contact your state offices on Fish and Wildlife and determine if a state permit is needed, which may be free-of-charge as in NY where i live. Most importantly, when all is said and done, be sure to have an appropriate-size cage and locking mechanism for your grand acquisition. Good luck!!
