I wasn't aware that they were listed on CITES at all. Are you certain, or has the species just been listed very recently? I was under the impression that they didn't need protection under the Washington convention since there basically wasn't any international trade involving animals coming from within the USA, they being so listed on the ESA as "threatened", which precludes all exports by itself.
As a side note, for those of you that are fans of the taxon, Clelia is listed on Appendix II, one of the very few colubrid species to be so...
