I've been using shavings exclusively. They love to burrow in it, it's easy to clean. I find it easier to maintain temps with a thick layer of shavings on the cage floor.
The quality of shavings should be considered. Some shavings are "shaved" thicker than others. The thinner shavings are less likely to cause trouble if ingested and are more absorbent.
I have at times used newspaper or newspaper on top of the shavings. It made for easy clean ups when they defficated on the paper, but as often as not they would burrow under the paper and poop on the cage floor, making for nasty clean ups.
Chuck Elliots suggestion sounds good but I haven't seen the product in my neck of the woods.
Pick what works best for you since there is no perfect answer.
