A program much like the one your proposing was employed on St. Vincent Island, FL in the '70s and had no success that I know of. I don't know how well monitored or constructed it was. St. Vincent Island (which is huge), is located just off the coast of Appalachicola, FL and is almost completely undisturbed habitat and has a huge rattlesnake population, both EDBs and Pygmies. It also has the requisite Gopher Tortoises. The Island is completely protected and has no development other than a few ranger lodges (no paved roads). This is just one of several areas that can be considered and I just wanted to give the island some attention, and possibly help narrow the search to an area that had been used before for this very porpose.
