Alex,
If by pair, you mean adults, then your chances are slim to none. In the event that you did find a pair of adults, you have to ask yourself a crucial question, namely"Why is this person selling these snakes when he could make more money by keeping them himself?" The answer may lie in the fact that either that person is getting out of them OR(More likely) that the snakes have something wrong with them, i.e. feeding reproductive history etc)
As for neonates, they occasionally become available from Mid March on. If you go to indigosnake.com, you can find a whole host of breeders that MAY produce some later this year.
As for permits, if you buy one from any state other than the one you currently reside in, than you wil have to purchase a permit to allow you to bring thesnake across state lines legally. The contact erson for this is Victoria Davis and her number is (404) 679 4176 OR (464) 679-4176. Try both. permits are cheap and take anywhere from 4 weeks to 3 months to get. They ask you who you are going to purchase the snake from, what you are going to keep it in etc etc. No big deal.
