Ask different government officials and you will get different answers.

I asked this question directly to Victoria Davis and she said that the federal legislation regulates INTERSTATE COMMERCE. Which would be selling or trading. She said nothing is specified about breeding loans, therefore she would ASSUME it was legal.

I was never able to get a 100% yes or no answer from anyone however. It seems maybe there is too much grey area in the law that may be open to interperitation for anyone to really commit one way or the other.
