all of ga's native nonpoisonous snakes are protected, and cannot be legally kept in captivity. i am pretty sure that the only exceptions are for scientific/educational purposes - and honestly i doubt that this exception even applies to the indigo, considering it's federal status.
in any case, the georgia wildlife federation would be the governmental agency to contact to hear it from the horse's mouth.
