With the temps you have in your house, i would cut off ALL basking lights and heat elements on your cages, with the exception of wintetime and fall. I live in s.Cal also and my temps reach and exced 90 degrees so I speak out of similar frustration and expereince. you can also insulate the room they are in better or put in an air conditioner and pay the monster electric bill to boot.
