Hopefully this is all it is. Indigos are prone to this when they are kept in conditions that are too dry. Somehow you need to give this guy a good soaking. After an hour or so, gently try to rub the eye shield off. If you can grab the dead skin with tweezers (and you feel comfortable about it) and GENTYLY pull the shield off. Another option is to just give him a damp hide box and just wait until the next shed. The proper conditions may make it so the problem corrects itself.
I use damp peat moss in a rubbermaid container box with a hole cut into the top as a hide box. I haven't had retained eye shields for years and I believe it's the nice humid hide.
