Chris,
Florida has some pretty tight laws regarding Indigos, which it should because they were overcollected in a big way in the 70's and 80's, and before that also. you cant have one in florida, period. but you can own ALL the other drymarchon, the blacktails, Yellowtails, rubidusm etc.
As for the price, the old adage that you get what you pay for ALLWAYS applies. Eastern Indigos are not the easiest snake to produce in captivity and because of this the price remains steady. You occasionally see them for sale at a lower price, but only by those that are getting out of the business or by those that bought the snake as a pet, and did not take the emormous amount of time and effort it takes to breed them.
Breeders who have worked with this snake command high prices,,as well they should. sorry about florida, I know how you feel, calif has some lovely laws also for native snakes.
