Sorry, but D.c. orizabensis IS from Mexico - from Orizaba, Veracruz, Mexico, in fact.
The key you are referring to (Peters & Donoso-Barros's Catalogue of the Neotropical Squamata) does not include species which are found in Mexico only. Since D.c. orizabensis is restricted to Mexico, it is not included.
The fact that the key refers to the "Neotropical" region does not mean that it only refers to species found within the tropics. The Neotropical faunal region includes all of South America, including Patagonia, Chile, and Tierra del Fuego. Mexico is a special case, as it represents the zone of overlap between the Nearctic and Neotropical faunal regions. As a result, Mexico has one of the highest species diversities of any country in the world.
