Federal are necessary for all INTERSTATE sales. Sales from state to state. Sale within the boundaries of states are not regulated by the Federal govt, but may be regulated according to ciyt/state laws specific to your region. You responsibility ends when you sell the snake to a person that is within your state. However, if you know in advance that this person is going to sell the snake out of state without a permit or that the person is going to ship it to someone out of state, than a moral imperitive is at stake. I have had folks want me to sell them indigos without a permit, they were in my own state, but fully intended to SHIP the snake and sell it to another person out of state without a permit. i didnt sell it to them, I did not want to KNOWINGLY break the law or help them to do so. I also dont like to sell my snakes to "Brokers" or as I call them "snake pimps" just as a general policy..
