tortoise/turtle lovers help me

I am from Karachi-Pakistan presently water shortage is acute and
all water canals are dry from last 5 years, thousands turtles are
dying due to water shortage. I am planning to make a large
non-commercial farm and save them. For this reason I need
support from every body. What you can do please let me know.
