Harvester Ants Food & HL Tx general question

I was searching on harvester ants due to some colonies I have. I was wondering what you use to feed them since last year I put some oatmeal flakes (as I feed the goldfish in livestock tanks) down near one of the beds to feed them and this year they are gone. I also have a lot of fire ants around and not sure what drove them out or killed the bed. I still have one known bed and don't want them harmed.
I also live in Texas and miss our horned toads that use to live around here. I was wondering what it takes to get a permit or raise them in a natural setting (4 acreas). Anyone that can direct me to a site to learn more about this in Texas I'd appreciate it.
