I do agree that the cage is not the best design for a snake but here is something that may help.
First, get rid of those dangerous and inefficient heat lamps and get an infra-red heat panel. I got mine from http://www.pro-products.com/proheat.html ask for Bob, I recommend him often. Second put something in there for the burm to climb on so he may raise himself to or away from the heat. I have large branches and shelves in mine. This may stop some rubbing too when they have something to climb around on. Next is an idea I came up with many years ago when I saw a commercial on TV for window insulation. Have you ever seen the see through plastic “shrink-wrap” film used to insulate windows in the winter? Cover the open wire with that and this will stop drafts, keep in the humidity and keep the temps constant. It’s also very clear, you can’t even see it when you are done. Be sure to allow some air flow and good luck. That cage is built more for an iguana than a burm but if you must save $$$ try this. I know you already know he will outgrow this cage very fast.
