The world's smallest reptile is a gecko that can sit stretched out on a dime. It eats insects (mites, they believe). All geckos eat insects, and some of the ones you could actually expect to maintain in captivity are quite tiny. There are only a couple herbivorous lizards in the pet trade, so you pretty much have your pick of lizards if that's your only requirement. There's even an 8-inch monitor lizard :).
