I believe garter snakes are often found together in the wild. They certainly aren't aggressive towards one another - although various sources suggest that cannibalism could occur if there is a big size difference - for example, if live-born young aren't removed from the mother's vivarium.
I have kept my two garters (a male and female) together for long periods (even though my female was quite a lot bigger than the male when I first bought her), and they seem very happy with the arrangement. They aren't together at the moment, as I'm hoping she might finally produce her second lot of babies quite soon, but my male would much rather be with her than without!
