The 20 L is fine size for your ribbon. Your heat and light arrangements sound fine, and no special bulb is needed for the ribbon, just as with the garter.

Ribbons are more focused on fish as a food, and less interested in other foods. You can try them, and some people report they take them, but fish is the mainstay.

It does not hurt to put some soluble vitamins in the water dish to help with the thiamin level of the snake.
